Glen Adams, Founder, Chairman, and CEO of Cogent Solutions, Inc., brings extensive expertise from a 22-year military career in the U.S. Army. He holds a Master’s in Management Information Systems from Bowie State University and a Doctor of Divinity from Shiloh Theological Seminary. With experience spanning the Army, Department of Homeland Security, and EDS, Dr. Adams has excelled in software engineering, project management, IT, and progressive system analysis. His skills include programming, database design, web development, configuration management, quality assurance, ISO representation, and telecommunications. He is highly proficient in network design, classified infrastructure protection, capability maturity models, and technical management.

John Scarcella, President of Cogent Solutions, leads the company’s strategic growth, client satisfaction, and expansion into various federal sectors. Before joining Cogent, he was Chief Business Development Officer at Planned Systems International (PSI), where he expanded the client base beyond healthcare IT. He also served as EVP at Catapult Technology for six years, overseeing operations and business development. During his tenure, he grew the DoD business by 2,000% over five years. At IntelliDyne, he led business development and expanded the company’s presence in the Department of Justice and Military Health Systems. Mr. Scarcella holds a bachelor’s and Master of Engineering from Cornell University, and a Master of Science from the Polytechnic Institute of NY.
